Updates on SAGERS
Please take note that SAGERs has been upgraded to integrate the submissions and annual reporting of pollution prevention plans (mitigation plans) and carbon budgets. At this stage it is not mandatory to use the SAGERs to submit or report on pollution prevention plans and carbon budgets as the User training is yet to be provided to the Data Providers by the Department of Forestry, Fisheries and the Environment between December 2021 and January 2022. Should you require clarity or further information on the upgrades please send an email to CarbonBudget@environment.gov.za or GHGPPP@environment.gov.za. All other GHG Reporting requirements continue as normal.
About the SAGERS
The South African Greenhouse Gas Emissions Reporting System (SAGERS) is a Greenhouse Gas Reporting Module of the National Emissions Inventory System (NAEIS).
This portal is a web based platform for the registration and submission of GHG emissions data by category A data providers in terms of GHG Reporting Regulations 3 April 2017 as amended and promulgated under the National Environmental Management: Air Quality Act No.39 of 2004.
The National Pollution Prevention Plans Regulations, 2017 (NPPP Regulations) were published, under sections 53(a), (o) and (p) read with section 29(3) of the NEM:AQA for implementation which prescribe the requirements for submission, approval and reporting of pollution prevention plans from a person conducting a production process set out in Annexure A to the Notice which involves emission of greenhouse gases in excess of 0.1 Megatonnes (Mt) annually, reported as carbon dioxide equivalents (CO2-eq).
The South African National Climate Change Response Policy (NCCRP) was published in 2011. Section 6 of the NCCRP lists the key elements in the overall approach to mitigation. These include the allocation of company carbon budgets that was initiated in 2016.
